Game-Changer, A Capricious Godling

A mysterious and whimsical entity, this time a riff on the "irritating meddler with godlike powers" embodied by Mr. Mxyzptlk, Wager Master, or ROFL from Edison Rex.

Game-Changer

An extradimensional entity that has appeared at irregular intervals to bedevil superpowered beings (both heroic and villainous) for several decades now.  Her motivations remain unclear and her actions are unpredictable in the extreme, but she seems to enjoy "rooting for the underdog" by empowering weaker combatants, hampering stronger ones, and even providing impromptu foes by granting superpowers to seemingly random individuals.

Description: An elfin figure, seemingly sculpted of burnished gold with a two pairs of pure-black eyes and a green afro almost as wide as she is tall.  Otherwise featureless as a child's doll.  Speaks with a high piping voice except when she doesn't, and which point she does the DEATH FROM DISCWORLD VOICE QUITE CONVINCINGLY, usually with added special effects to suit.

Status: (# of Heroes with Penalties) 3+ - d10 / 1-2 - d8 / 0 - d6

Abilities:

Changing the Odds (A) Select a nearby target.  Either turn all bonuses on that target into equivalent penalties, or move a penalty from that target to another target you can see.

Dazzling Display of Power (A) Hinder multiple targets using Illusions.  Use your Max die.  Attack each target using your Mid + Min dice.

Exaggerated Demise (I) If you would be reduced to zero Health and you don't have a penalty on you, roll your single Illusions die and become that Health.

Feast On Misfortune (A) Each hero loses Health equal to the total penalties on them.  Recover the same amount of Health.  Remove those penalties.

Upgrades & Masteries (optional, usually starts with Calming Aura and ramps up from there):

Calming Aura (I) +10 Health.  The heroes act as being in the Green zone for status dice, ability access, and all abilities.  Heroes may remove this ability with three Overcome successes.  If a hero takes a minor twist, you may use a Reaction to Hinder them by rolling your single Illusions die.

Power Upgrade (I) +20 Health.  Increase all Power dice sizes by one (max d12).  Add the following ability: Taking Advantage (R) When Attacked by someone with a penalty you created, Defend by rolling your single status die.  The Attacker also suffers that much damage.

Quality Upgrade (I) +20 Health.  Increase all Quality dice sizes except Capricious Godling by one (max d12).  Add the following two abilities: Perfected Talent (A) Take any basic action using Magical Lore.  Use your Max die.  Twisting Fate (R) Take 1 irreducible damage to reroll a dice pool of someone Attacking or Hindering you.

Master of Superiority (I) As long as you are manifesting effects related to a power you have at d12, automatically succeed at an Overcome involving the usage of those powers.

Tactics 

Game-Changer is a godling, and is pretty much just playing games when "fighting" with mortals.  When she gets actively involved in a conflict it'll generally be to make the outcome less predictable - hampering the stronger side to even things out, interfering with individuals to give them a moment to shine or shift the limelight to someone else, and generally making plans go awry.  When she gets actively involved in a scene she only counts as an ally for abilities when she feels like it.

She'll generally open with a Dazzling Display of Power to establish that yes, she is actually a threat, then amuse herself by using Changing the Odds to invert bonuses or shift penalties onto heroes who've already acted (so they last longer).  If she actually starts a turn where the heroes have a lot of penalties on them she'll clear them with Feast On Misfortune, doing some damage and healing herself but leaving them free of penalties - because it's more fun that way, of course.  Exaggerated Demise will often keep her in action longer than expected, and she'll try to keep herself penalty-free once her Health gets low.

If she has some or all of her upgrades she gains some Reaction options, and if she has it she may use Perfected Talent to do "interesting" Overcomes or Boost whoever is being the best sport about things.  She might do that anyway using basic actions, but that's not as much fun.

Actually reducing her to zero Health definitely doesn't kill her, but she does take some pleasure in crafting elaborate Illusions of her death/destruction, often with a nice Wilhelm scream for good measure.  She'll stay out of the current conflict whether the heroes buy it or not, but she'll come back when she feels like it - maybe even on the heroes' side next time.  On the plus side, she never kills anyone permanently either, although she might "bench" someone for bit if they drop to zero Health.
