The Three Bears
Origin: Uncertain, and they refuse to answer questions about it. Best guesses are that the Three Bears are actually denizens of some nightmare storybook dimension that found their way to Earth and have stuck around, or that they're the product of some seriously deranged mad science experiment. or that they were once normal people cursed by some magical entity, perhaps a member of the Unseelie Court. It's even possible they're mutants of some kind or aberrant were-creatures. They generally act as "unstable but useful muscle" in the darker parts of the supers community, although they've also played the part of a "mad slasher" style menace in rural areas and have worked with both eco-terrorist and mutant rights groups. If they have lives beyond being being the Three Bears no one knows about it, but maybe they're able to change to more normal forms when they want. Perhaps they live quietly in disguise on a farm somewhere or have a house in the suburbs when they aren't terrifying people?

Mama Bear
Description: A woman's head incongruously grafted to an adult grizzly bear's body. Her forepaws are more dexterous and hand-like than a normal bear's, as well as sporting larger, sharper claws. If she's been in a fight recently her fur and hair will often be matted with the blood of her prey. Her voice is a rich contralto, very deep for a woman.

Abilities:
Bear Hug (A) Attack one target using Berserk Bear-Woman. Use your Max + Min dice. Defend against all Attacks made by anyone but that target with your Mid die until the start of your next turn. All damage prevented this way is dealt to the target of this Attack.
Inhuman Vigor (I) Reduce all damage dealt to you by 2.
Raging Fury (I) At the start of your turn, gain a bonus equal to the number of opponents that Attacked you since your last turn.
Savage Mauling (A) Attack one target using Claws. Use your Max die. Defend against all Attacks from that target using your Mid die until the start of your next turn.
Upgrades & Masteries (optional):
Group Fighter (I) +20 Health. When you take an action that lets you make an Attack, also make an Attack using your Mid die.
Master of Total Chaos (I) Automatically succeed at an Overcome when you throw out all the rules during a situation that is spiraling out of control.
Tactics
Mama Bear is a melee brawler who's at her best when fighting multiple foes but also hard to deal with one-on-one, leaving the heroes with a Catch-22 to deal with. Her main weakness is a lack of mobility or ranged options, but she's quick to threaten innocents if being sniped at or kited. Inhuman Vigor makes her hard to hurt and Raging Fury gives her a mounting edge when outnumbered. When facing many foes she'll use Bear Hug on the weakest foe she can reach, using them as a human shield while crushing the life out of them. If fighting a lone foe, she relies on Savage Mauling to shrug off whatever counterattacks they throw. Mama Bear tends to go berserk during a fight and has absolutely no compunctions about killing opponents or bystanders, especially while injured.

Papa Bear
Description: Tall, incredibly muscular man with the head of an adult grizzly bear. Bear-like fur covers his shoulders and upper back, fading into thick but human body hair over the rest of his body. He dresses in a pair of much-worn red and white striped trousers made of rough-spun fabric. He cannot speak, only growl or roar, although his great clumsy hands can just manage crude block printing if need be.

Menacing Savagery (A) Hinder one target using Mighty Jaws. Use your Max die. Attack that target using your Mid + Min dice.
Raw Power (I) Whenever you roll a one on a die, you may reroll that die once.

Tactics
Papa Bear prefers to fight in melee, but he's still pretty capable as a ranged skirmisher. Iron Grip can be used to grapple and haul victims over to Mama Bear, but it's just as good at hurling boulders, debris, telephone poles and other heavy objects, knocking the victim sprawling and closing in while they gather their wits. His Raw Power and Inhuman Vigor let him outperform most heroes, and the Menacing Savagery of his slavering maw lets him deal massive damage while debilitating his victim. Papa Bear is as merciless as the rest of his family but surprisingly cool-headed in a fight and very much the tactician of the trio.

Baby Bear
Description: A bizarre creature that look like an albino toddler with a hugely oversized head, bear-like snout, and paw-like hands, his pale skin covered in sparse patches of pale brown fur. It wears only a cloth diaper. It whimpers and whines but cannot speak except to say "Mama" and "Papa" in a high, piping voice.

Abilities:
Constructed Dreamscape (A) Boost yourself using Creativity. Use your Max die. That bonus is persistent and exclusive. Defend against all Attacks against you until the start of your next turn using your Mid die.
Crybaby (A) Attack one target using Suggestion. Use your Max die. That target cannot Defend or use reactions against this Attack. Attack multiple other nearby targets using your Min die.
Feast On Horror (A) Attack using Insight. Use your Max die. If the target has a penalty that you created or is in the Red zone, use your Max + Mid dice instead.
Fleeting Phantasm (R) Defend against an Attack that only targets you by rolling your single Illusion die. Boost yourself using the amount of damage reduced.
Nightmare Vision (A) Hinder one target using Illusions. Use your Max die. Attack that target using your Mid die.
Upgrades & Masteries (optional):
Lullaby (I) +10 Health. The heroes act as being in the Green zone for status dice, ability access, and all abilities. Heroes may remove this ability with three Overcome successes. If a hero takes a minor twist, you may use a Reaction to Hinder them by rolling your single Suggestion die.

Tactics
Baby Bear may seem harmless and even pathetic at first glance, but there's a malicious (if childlike) mind inside that swollen skull. While physically weak, he can create elaborate mental images and manipulate emotions with ease, causing psychic agony on those he fears or hates - and he fears or hates almost everyone outside his family. He often remains hidden in his Illusions at the start of a scene, using Suggestion and Insight Overcomes to play with heroes' fears on a subtle level. Once detected, he'll quickly use Constructed Dreamscape, then alternate between Nightmare Vision and Feast On Horror to slaughter a single target. When Attacked he protects himself with Fleeting Phantasm, and if ganged up on he'll use Crybaby on his assailants. While intellectually an adult, Baby Bear has no emotional maturity and behaves like a murderous and sadistic toddler. He does grudgingly behave for his Mama and Papa, and is often called upon to cloak the trio in an illusion of normalcy.
