Mad scientist supervillain with an army of robotic minions? Check.
Doctor Robotico
Marcus Mario Garibaldi was a genius with machines even as a child, and by his late teens he was already making a name for himself in the field of cutting edge tech research. His wealthy family supported his interests (perhaps too much so) but within a ten years his research began to deplete even their resources and they attempted to put him on a more restricted budget. Marcus was enraged, and went behind their backs to find new sources of funds. This inevitably lead to contacts within the criminal underworld, and eventually with the supervillain community associated with it. It wasn't long before his increasing obsession with proving his technological skills led to him adopting a criminal persona of his own, and Doctor Robotico joined the ranks of "mad genius" supervillainy. He prefers to work "alone" with his only his own creations as backup, but occasionally works with other supervillains, usually simple muscle-for-hire who can save some wear and tear on the Doctor's robots.
Description: Short, thin man with a prominent Roman nose, wearing a dull metallic power suit hung all over with odd gadgetry, some of which are undoubtedly inactive robotic drones. The suit helmet is a reflective sphere that wholly conceals his features (and even his humanity - there's some debate about whether he's an actual robot) but sports a set of bizarre multi-lensed goggles that would make a steampunk cosplayer proud.
Larger robots are generally represented using the rules for lieutenants, since he doesn't spawn more of them during a scene. His Drone Deployment Carrier is a good example, and looks like a van-sized metallic beetle with clusters of jet thrusters for quick getaways in an emergency.

Abilities:
Behold the Power of Science! (A) Attack one hero using Ranged Combat. Hinder all heroes using your Max die.
From Behind A Wall of Steel (A) Attack using Robotics. Use your Max die. Defend against all attacks against you until the start of your next turn using the number of minions you have in play.
Network Mechanisms (A) Boost all your minions using Technology until the start of your next turn.
Rapid Activation (A) Use Criminal Mad Scientist to create a number of minions equal to the value of your Max die. The starting die size of these minions is the same as the size of your Min die.
You Dare Defy Me? (R) When Attacked, Boost yourself using the Attacker's Max die.
Upgrades & Masteries (optional):
Villainous Vehicle +15 Health Include a Drone Deployment Carrier d12 lieutenant with the following abilities in the scene. Minion Deployment (A) Add minions to an existing group equal to half the vehicle's current die size. These minions are of a size equal to the highest die size already in the group. If the vehicle has a bonus or penalty adjust the number of minions by that amount and then remove that mod. Escape Plan (R) If the Villain is Attacked roll this vehicle's die. If it rolls higher than the villain's current Health, both the villain and the vehicle escape the scene.
Master of Mad Science (A) As long as you have access to materials, automatically succeed at an Overcome by using scientific principles and inventions.
Tactics
Doctor Robotico is your classic mad science supervillain. He doesn't really like getting involved in the fight directly, and usually puts out a bunch of minion robots with Rapid Activation to supplement any minions taken as separate scene elements. Once he's got a solid crowd of minions available he'll start using Network Mechanisms or Behold the power of Science! to pile damage on the heroes, switching to From Behind A Wall of Steel if he starts taking much damage. You Dare Defy Me? gives him some serious Boosts if heroes do attack him, usually funneling the bonuses into the Max die of Rapid Activation.
With his upgrade (which he probably deserves) he has another way to refresh his minion supply without using his own actions.

Robotic Minion variable, usually d8, d10, or d12 minions
Description: These come in a wild variety of shapes and sizes, although most are vaguely insectoid and are no larger than 2-3' in diameter. They sport a plethora of grabbing claws and pincers, as well as small blasters and shock weapons. Not terribly scary individually, but en masse they're a real menace.
Networked: Add +1 to all actions (but not saves versus damage) when there are 5 or more Robotic Minions in the scene.
Heavyweight Combat Robot d10 lieutenant
Description: Highly varied, but usually at least twice the bulk of a human being and equipped with powerful limbs and multiple weapon systems. They are more independent than the smaller minions but still rely on orders from their master in tricky situations.
Heavy Hitter: When you Attack a target, Hinder that target with the same roll.
